Its obvious to me that he thinks this as it is very logical. They already have statistically significant (SS) endpoint for NEWS2 with the population in P2. Is the worry that this was a fluke so they want to do another trial? Ok, but why increase the trial size? Will the SS improve with a larger size? If so, why the EFF does that matter? Its ALREADY SS.
