Well, it also has a lot to do with the fact that this was an unpublicized SEC filing of an unsigned financing deal for an untradeable security with no ticker symbol. It will mean more when:

A) it's a signed deal

NGIO shows up through PRs or even possibly thru the news as a stock someone could consider investing in in the near term, and

C) NGIO hits the ticker and people can see what the market thinks it is worth.

So, I suppose it's no surprise there is not a lot of action yet. More patience is in order, since we can see there is progress being made...
