"pushing back" sounds a little harsh. A great review comes only after a careful reading of the paper and will include some quality, probing questions and challenges. That takes time but akes the paper stronger. Hopefully, there are some quality, probing questions...makes the paper stronger. In any case, it's possible but unlikely the paper will be accepted before the end of the month. Maybe mid-July?
Every once in awhile, a reviewer has an axe to grind and throws a bunch of garbage against the wall in the hope that something sticks. If that happens, the editor often sends the paper back to the problem reviewer to judge whether all the issues have been addressed, adding an extra round or two to the process. That can add a lot of time to the process, but it's not likely. Quality journals should be able to call on quality reviewers.
