Similar logic was used when IPIX applied for grant from BARDA in Febuary, something along the line of the preliminary data must be great, otherwise Leo would not have applied.

Four months later, Leo has not updated shareholders on the status. Some said maybe the government has not heard of Brilacidin, to that I say the FDA granted QIDP designation to B in 2014.
