I don’t think “Assuming funding authorization by 15 June, 2020” was necessarily a statement on when the funding would be approved or not.
I think it was more of a caveat to the following statements regarding the clinical stage starting Aug/Sep and efficacy trials in late fall.
That way, if funding is approved a month after 6/15, people can’t complain when the other items are pushed back.
It is strange it took so much longer to submit to CEPI, but for all we know, they had other requirements that BARDA did not.
Interesting they stuck the $2B in the 8-k when there was no similar statement regarding the BARDA app.
