He probably did not know at that time, the FDA would get back they needed information or possibly even just clarification for clinical datasets from March...
Remember there were a couple of PRs out without anything about that (April 29th and April 30th) and not for a whole week later, until the May 4th PR did they update under the title of Leronlimab ...
Friday morning quarterbacking by people now is just hindsight...
