IDK either, but I would think most companies would take the easy way out and say if you own by this date, you get them.
But, IMO, Doc is putting his own algorithm in place to determine who qualifies and who does not.
He knows many hear have endured the pain and frustration for a long time and I believe, wants to say thank you for the support by offering those that have been here, a reward.
If we were in elementary thru high school though, EVERYONE gets a reward, even those that don't do the work! Stupid philosophy if you ask me, teaches kids the wrong thing. IMHO.
