What I don't understand is how exactly do Naked Short Sellers circumvent the 3-day settlement regulation?

In general, any naked short has to be covered within 3 days, right? Are they constantly looking to loan new shares to cover loans from 3 days earlier? Is there a public number of how many shares are loaned at any given point in time?
