It's seems your understanding of finance is on the same level as your understanding of cancer. No, like others have pointed out, this has nothing to do with dilution, just meeting FDA requirements. There is no reason for the shareholders to sell anything but they still need to be declared. And no cancer in all its various incarnations are not contagious in any way, shape or form.
