The contract between ACS and First Data was signed last May. I wonder if in the contract a timeline exists such that they have one year to fully implement it and start to pay. From what Kay said at the shareholders meeting they started using it in November, maybe they have until May to start the paying for the service while checking out how the system works live. It would certainly make sense why Kay is doing the RS since he knows payments will start to SFOR in June after ACS receives payment in May...
