I was about to disagree with your analysis because
In the post he says it good to see colleagues sometimes. I was thinking this was a picture of them all meeting in the lobby and seeing each other for the first time in a while before heading to the meeting.
However I think its highly unlikely that any government agency would schedule a meeting to begin at 4pm
