No, if they believed in their model they will be all in. They might argue that they are "timing" their entry. As we all know timing a stock is a fool's errand.
Of course, management can drive a fundamentally good investment into a bad one and criticism is sometimes granted, however,
as you correctly point out, their opinions reflect their stock positions, or worse, their stock positions affect their opinions.
Everybody has the right to its own beliefs providing there is transparency and I think there is little of it with some groups.
In any case, glad their model results are telling us what we already knew: price is very undervalued.
