Yes. I just read up on it some. Sounds like it functions like options. Usually offered as a ratio based on number of shares owned. So could be 4:1 where you are offered 4 for every one you own for ex. Also rights offerings can be sold so if you don’t have the finances to exercise the rights you can sell it to someone who can.
