Pete, The ID of the commentor offering a thumb up or down is given to the owner of the post on which they are commenting.
Giving the commentor the opportunity to post their rationale is fine for rational people and public response posts do just that. Even our friendly and not so friendly FUDsters and trolls can post their often useless, vituperative and vile responses.
