Reading between the lines. Seems to indicate that the prospect of a grant being approved have improved. Current update seems to indicate that expansion needed now more than ever if grant approved and studies successful. Notice no dillution in the search for funding expansion. Recall when expansion first discussed funding it with dillution was not a consideration. All good things come to those that wait.
