Yes, the DSS/ACS deal has always been a larger market than only Asia and this was indicated in the initial PR from DSS on March 5.

That said, it is my opinion that DSS may focus first on Asia.
I think people need to read 2 PR's side by side. The March 5 from DSS, and the March 19 from SFOR. It was discussed in March but was overshadowed then.
