Not really, doc. Joe doesn't like playing the fool. IMO, he has verbals from those principles who are to decline the dividend. Making the dividend contingent upon uplisting is enough of a stop sign. If he had doubts that the partners were in agreement, the entire PR would be more than silly. It would be a hoax; the ultimate pump'n dump, and that isn't his style.
