The number of shares that Discovery could receive was dependent on the share price at time of conversion, therefore, there was no incentive to bring the price down.......it did not matter. However, there was a reason to take action as the share price threatened to drop below .02 since at some point below .02 OWCP might not have sufficient shares to cover the obligation.
No one knows what Discovery will do next, my guess is they are hoping for good news by year end or earlier and if there is good news they will act quickly.
I can look back now and surmise that OWCP may have had a role in getting the price from .02 to .03 in order to reduce the number of shares Discovery would receive. While this seems like a small play that was not worth the effort, it seems to fit the existing mood.
