Nuc, it's complicated. If you consider that QMC is a QD manufacturer, someone needing QD for a product would approach qmc and they would consult to see if they are a fit.
Assam was planning Nanotech manufacturing and somehow found us.
If Tipperary had a need of some sort for QD, they could approach qmc.
