This is what the FDA was talking about, using electronic medical records to identify a "control" group -- a large population whose case histories can be reviewed to determine what happens in an untreated population -- so that everyone can get the drug.

But now that Scott Gottlieb is leaving the FDA, I don't know that there is hope for that to happen in a timely fashion.
