I didn't say all and I didn't say it is soley dependent upon that alone.
Some companies do have PO's as they uplist.
Believe me, I know what I speak of.
As to your "There is no dilution with an uplist, only with an offering."
More importantly, they could not dilute AMBS' shares alone... and that was what their "concern" was.
