As of now, there's no way enough support to get this RS pass.

Your proposal of 3 to 1 RS is NOT realistic at our current PPS of .4 cents.. even at .40 cents.. 3 to 1 will take us to $1.2..
If our PPS was at $2, a 3 to 1 RS would take us to $6. It's unlikely we can get back to that level without the help of a RS in 2019.
