I believe you are correct. Once a day has been scheduled for ringing the bell, Verb must provide the guest list by noon the day before the ceremony. They can have up to 50 people attend at once. They have video and photography shooting of the event. After all, it is a ceremony. Kind of like a high profile semi formal party for 50 people.
