Share holder information doesn't normally contain technical data. This is why EPC companies get paid the big bucks. I don't see why you automatically assume the worse?
It's quite possible this was done and more than likely has been completed as he stated in the current letter. Texas Pacifico, VFuels, Blanchard Industrial and KP Engineering involvement and participation has been verified. Why would someone not believe his current statements? You may be the only one that trust someone who clearly has completed much larger projects successfully.
I see no reason to doubt any of the info. I also don't see any bad news.
