Every scam stock I've ever run across had the insiders give themselves extra free shares to pretend that they had a vested interest. Likewise insiders often loan money to the scam and use that money to pay themselves. There's no downside in either case but investors will point to that as evidence that the insiders really believe in the technology.
The main thing is longevity. PTOI, for example, can build trust merely by sticking around and investors quickly keep forgetting the constant deception from PTOI when it does put out communication. Over time the marriage to PTOI's stock becomes an unbreakable bond. All investors in PTOI have a tidbit of "Why would he/they/it [fill in blank ___] if PTOI's technology wasn't valuable??"

Yes, I understand your penny stock also is the real deal, created with the inventiveness of Edison and destined to be the next Microsoft. Yes, I understand that the delays are also only because your company is making their product and/or technology even more revolutionary.
