There is a little subtle difference in the wording.
ongoing costs to me are OpEx associated with the cost of running the platform, upgrading the versions and adding enhancements along the way.
ongoing development cost to me are CapEx to complete the project. Since the Facebook Live app is slated to be done next month, the funding is likely to evolve the app further. As an example, into Instagram.
