The Bril-OM trial was done with pre-mixed liquid. This is expensive to ship, and also it takes up a lot of shelf space -- a pharmacy would not be happy about having to keep a lot of bottles of liquid in stock.
The sachet is indeed a small packet of dry material. Mix is with a designated amount of water, and use it as a rinse. It is much, much cheaper to mail a small box of little packets of powder than it is to mail large and heavy bottles of liquid.
