I haven't done this before myself, but couldn't the ad agency be controlling/managing the ads under their facebook ad manager? They don't need to be running any boosted ads from the page itself. If the fb market ads are designed to send traffic direct to checkout/or bsafe website, then the fb business page won't see much action, if any.
