I've run ads on FB and he may be correct. There's a logarithm that specifically targets an audience. You can even ask it to not show it to those who've liked the page.

I am wondering since the bsafemobile FB page has not seen an update in over a year, if there is a new page set up for the ads to run. I would guess that if the ads are running, the bsafemobile page would see a lot more likes. It's still at 202 likes.
