The reason is because the study is a double blind study. So doing a datalock or looking at the data in the middle of the trial would be very costly, and possibly influence the outcome of the trial. This is what I understand. If you read a little about the reason people use datalocks and the reasoning behind double blind studies, i think it will make more sense.
