The only sure way is to go to a T+0 system and the SEC/FINRA won't be doing that for some time, if ever, IMO.
If that doesn't occur, it seems the shorts can keep moving things around just as they are now and hide their positions. They didn't borrow the shares so there are no interests costs, regardless of the share price (unless they have to pay the MM and I doubt that happens if they are big players with the MM).
System is stacked currently.
Would like to hear from someone that knows the system and can explain what would make shorts cover their positions if the share price takes off and we start getting a lot of institutional investing.
Also, is legal shorting then only done by retail and naked reserved for the organized entities?
