This issue addresses short-selling. The problem with ntek is the fact that it has been naked short sold. This is totally different in the fact that the shares are not actually borrowed. They're just selling fake shares hoping that the price will drop and they can get them cheap. There's no inforced rules against it in the OTC. The market makers do it all the time. They can drive a company completely out of business. In that instance they never even have to cover their short position.
