We are missing some information , if Steve only did ONCI to HEXA one arm [dd app] Finra would have approved long ago.
But Steve muddied the waters with 5 weak/ghost arms that may or may not mature into $$$$ makers. Making FINRA leery that once granted Steve can alter in mid stream/change horses--and go in a differnt direction.[Steve got a head of himself should have kept it simple----there is beauty in simplicity]
