In two words, procurement cycle. You're retired military like me so you know how politics (read Congressional budget fiasco) can gum up the works. Like me I'm sure you saw it affect ops & maintenance.
That gets first priority when Congress turns on the money spigot. New stuff, like defensive software is secondary. Mark has said the money is in the ACS (our Federal vendor) pipeline. It's just a long pipeline.
