I don't believe it's Cynar. One clue is this: "Bin2Barrel introduces innovative and badly needed technology". Cynar has had several plants operating for some time in Ireland and Spain. You may recall from this critique of Foy:

Presumably these more complex fractionation systems will be more capable to separate any toxic pollutants from the liquid fuels.

The language regarding the tech has a familiar ring to it. How many are advertising "ultra low sulphur" out of the tap - and have demonstrated that?
Yes, I agree, it's not likely to be RC, but B2B has either latched on to a new and unknown provider or it's one of a few known entities that are JUST coming to market.
