Your statement is true in general, but absolutely untrue about our markets and the SEC and WS in particular.
This rule allowing MM to trade naked was proposed by Bernie Madoff.
The first SEC Commissioner was Joseph Kennedy.
Up is Down. Always has been since FDR nominated him. The SEC started it's life as a Captured Agency the first minute of it's existence, and it was captured by the greatest violator of its purpose ever.
