Yes, Imagination often precedes reality, but reality (technology) can also precede theory.
James Watt's steam engine existed for decades before Henry Carnot devised the mathematics of the heat cycle to explain how it worked.
This example illustrates how we are capable of achieving things without understanding.
Many of mankind's troubles come from this fact.
