Good idea but here is the problem with that. You have to know exactly who you are sending information or product to at a public agency or in most cases it gets thrown in the trash. Agency e-mail servers tend to block unsolicited e-mail (spam folder). It rarely goes how you envision it. Agencies get bombarded with so much junk mail and junk e-mail and everyone is so overworked that sifting thru brochures is not a priority.
Phone calls first to set up appointments is still the preferred way of selling in government. Getting thru the assistants/secretaries is the tough part. There are other ways like showing at agency trade shows or showing up at board meetings. That gives you leads but you still have to close deals at later meetings. It's still so very cumbersome because so many people are in on the decision.
That is why sales reps are needed, for better or for worse. That's just the way it is.
