I realize my proposal below may be overwhelming in a number of ways to pursue but there are 89,004 'local governments' in the U.S. (I think school districts in that number)... at least according to the 2012 (latest?) census:

Btw, there have been more recent census reports taken but I think 2012 was the last and latest one for 'local governments'... there may be a few more added to that number (89,004)...
In any case, here's my proposal:
What if Berman's team sends out info on Cogosense apps to as many or all of those 'local governments' ... I bet many are interested in driving safety for constituents and just as it's a process to get auto dealers and others to purchase the products (apps)... 'local governents' could/would.
