I believe Doogdilinger is/was the first one to put out the information so I've asked on his board about it:

I haven't received a response from Dd yet ... meanwhile I've left a message for one attorney involved in the Alpine case so if he returns my call, I'll pass on any relevant info.
I saw the info from Doog yesterday and then last night saw the link I posted in my question to him this morning.
My thought is if the two ARE related, I believe the SEC 'rule change' doesn't take effect for 45, possibly 90 days ... after receipt of 'comments' for 21 days. So, yet to see where all of this goes but happy to hear about the potential for eliminating, reducing, cracking down or making it harder for dilution which should greatly help OTC retail or shareholders like us... finally I hope!
