QMC got moved from OTCQB to the pinks several months ago.
Per the OTC website, "Real-Time Level 2 Quote Display Service is available to all OTCQX and OTCQB companies and to subscribing Pink companies." QMC is not paying the OTC $3000/yr for that service.

QTMM Level 2 quotes are still available, you just can't get them for free on the OTC website. I see them real time in my TDAmeritrade account.
Hain Celestial was late on their filing for over a year and other companies have gone even longer without getting delisted. It just a matter of working with the exchange to have a plan to get current. The exchanges make money off of the companies that are listed on their exchanges, they are not in a hurry to get rid of them.
