In business if you keep your customers happy, they’ll come back. In the Prurisol trial, IPIX is CRO’s customer (Leo pays CRO for their service) and CRO is trial sites’ customer (for the same reason).
To answer your question, Leo can pressure CRO for data and in turn, CRO can pressure trial sites for data. If those trial sites want to be used by the CRO again, they’ll try to submit the data on time. You don’t want to be the last one. If the CRO want to be used by IPIX again, they’ll try to submit the results on time.
I’m sure the contract will discourage sites from sabotaging the trial. If they get caught, their penalty will greatly outweigh their bribe so I don’t think it’s worth the risk.
