When the company forecasts a certain need of fund raising through sale of shares between June 2017 and June 2018, and the company has issued the vast majority of this type of fund raising through Aspire the past few years, it may not be a fact but it's a pretty good assumption. Each quarterly filing with the SEC confirms a substantial number of shares (30K/trading day on average or more) go to Aspire.
