What's the general consensus post-split?
If they are trying to uplist to Nasdaq, current PPS is not enough, even post split. My guess is they are thinking the PPS will increase enough on news they might be posting?
Either way I'm becoming very skeptical with an A/S of 2B while O/S goes to 8M. That leaves a lot of room for the company to dilute or convert preferreds (which I doubt, but still is a possibility).
