AFTER a drug is approved, THEN the FDA grants a Priority Review Voucher, which can be used to expedite the process for the NEXT drug.
These PRV's can be sold for many millions. It's worth it to the big drug companies if they can get one of their higher-volume drugs to market a year earlier, especially if there is a competing drug from another company. The first drug to be approved has an advantage because doctors get used to prescribing it and probably won't switch to the newer drug unless it has a huge advantage.
So we do not get a PRV until the drug is approved. It is indeed a source of big bucks, but it's not imminent.
