From what I've read here, MMs are colluded and FINRA is protecting them. The SEC has the technology to expose them but they are looking the other way. However, all the daily numbers provided by MMs to FINRA can be trusted, but not the bimonthly short interest and failure-to-deliver numbers.

Makes perfect sense to me.
