It's not just the crowding that makes Mexico an inviting location. There's also the regulatory uncertainty inside the United States. I've seen articles suggesting that CBD is under fire. Haven't really researched it and can't speak to the issue with any certainty, but there would seem to be clear advantages to going to a large distribution territory (in this case, a country) under a single jurisdiction where CBD is Officially Blessed.
