If I recall correctly, the US Court of Federal Claims hears cases of claims against the government as well as SOME patent claims where infringement against the government is involved. This is my last post tonight and I could be wrong but am still under the impression it goes to panel of judges in 9th Circuit Court of Appeals in Calif.
