Because the implication is that whoever buys ACS will want the remaining IP patent from SFOR, to go along with the two which ACS has a purchase agreement in place. The greater value is in the one remaining with SFOR, and its doubtful anyone would want just the two patents to which ACS has access! The combined package is where you find the real value of any deal!
