Market makers can start the ball rolling any time there's a healthy amount of buying pressure. It may not be sustainable without the earnings, but they can walk it up and down.
That's what the shorters and bashers are doing following the spikes every time. Many are phony flippers who lie most of the time and even cheer it on as it goes up, only to change colors and bash when their ready to take profit by dumping, and much of the time shorting too.
The spike in January was manipulation timed with the buying pressure created as traders rushed back into RMHB after selling for capital loss write offs in Nov/Dec 2016.
